Former OGWA Board Member and current Ector County Hospital District Board President Wallace Dunn violated a Medical Center Hospital patient's HIPAA rights during COVID.


Wallace Dunn said this young lady who had a bag put over her head in the ER was an "illegal" whose mother couldn't pay the bill and who was just trying to get money out of the hospital.


As an elected member of the Ector County Hospital District Board, Wallace Dunn talking about a Medical Center Hospital patient's financial status or ability to pay a medical bill is a violation of HIPAA.



Wallace Dunn resigned from the Board of Oil & Gas Workers Association on February 25, 2022, because he was mad we didn't endorse Don Huffines for governor of Texas and didn't endorse Dunn's Medical Center Hospital buddy Dustin Fawcett for Ector County Judge.



The "liberal Democrat" Wallace Dunn was referring to is Congressman Henry Cuellar, who has consistently opposed abortion and was recently pardoned by President Trump because President Trump believes Cuellar was the victim of a weaponized Biden DOJ.


Wallace Dunn stated in his resignation email, "I still believe in the goals of the group. I just strongly disagree with how you are handling this endorsement issue."


Mike Cummings, Jr., was terminated from the OGWA Board in April 2022 after he was fired by Albert Zubia at Apex Energy for theft and lying. Cummings confessed to the theft, and we talked with another previous employer in Louisiana who fired Mike Cummings, Jr., and his wife for similar reasons.

ANSWER:

Wallace Dunn, an elected official, sued an organization for reporting about his violation of a Medical Center Hospital Odessa patient’s HIPAA rights during COVID and then hid behind the Texas Citizens Participation Act (TCPA) to try to justify his lies to the Odessa Police Department in the false report he, current Republican Party of Texas SREC Committeewoman Tisha Howell Crow, and then-Odessa City Councilwoman Denise Swanner filed together on November 21, 2022.


Wallace Dunn, then, hired President Trump’s now-Assistant Attorney General Harmeet Dhillon to sue me for defamation after I reported his violation of a patient’s HIPAA rights to the federal Office of Civil Rights, the department she now oversees.


I believe this years-long smear campaign against me and Oil & Gas Workers Association intensified when I started posting the video of Dick Saulsbury-funded “ex-CIA” agent Casey Gray, who was at the Capitol on January 6, 2021, and who said on video Capitol Police did not let protesters into the building, that it was “literally an invasion”, and that the Police "were overwhelmed”.

The magnitude of this evidence became even more clear this month, when a federal judge ruled civil suits against President Trump by Capitol Police and Democrats can proceed. President Trump did nothing wrong. Dick Saulsbury, Teresa Beckmeyer, Casey Gray, and those who rioted and attacked our Police did.

The whole thing is improper, and I look forward to the trial.

ANSWER:

In the fall of 2021, while Wallace Dunn was on the Board of Oil & Gas Workers Association, Wallace Dunn and I talked many times. One time while he was riding in my pickup, he told me about the time he had gotten to “the lowest point” in his life, that he “was running drugs all over the country” even outside his role with the DEA, and that he had done things he wasn’t proud of about the time he pled “no contest” to beating up his girlfriend.

Being a recovered alcoholic and drug addict myself, Wallace said he could share with me about his past with drugs and alcohol.

Wallace Dunn violated a Medical Center Hospital patient’s HIPAA rights during COVID. There was a very serious incident that gained national headlines, in which a Medical Center Hospital employee put a plastic bag over the head of a young lady who was in the ER. Odessa Accountability Project and, I believe, Alex Jones reported on the incident. Wallace Dunn violated this young lady’s HIPAA rights by disclosing information about her finances or ability to pay for medical care, claimed she was an illegal, and said her mother was just trying to get rich off the hospital because she couldn’t’ pay her bill. That is a violation of HIPAA laws. There are many articles talking about that incident.

Wallace Dunn and I talked about these things in person. When I mentioned what he said to Tisha Crow, Chris Gonzalez, and a couple of other members of the Ector County Republican Party, they talked about considering filing ethics charges against Wallace Dunn. As you’ll see from the screenshot of mine and Wallace Dunn’s last text messages in February 2022, bringing up the possibility of ethics charges being brought against him made Wallace Dunn mad. Wallace Dunn, months later, lied to Detective Sotelo in the false report filed on November 21, 2022, and claimed I threatened physical harm via text message. We will be calling Odessa Police Chief Mike Gerke, Ector County Sheriff Mike Griffis, and others to testify to Wallace Dunn’s obvious lies.

OGWA is a 501c6 corporation and does not disclose members or donors.


7. Identify all bank accounts, investment accounts, real property, personal property, debt and liability, and insurance policies for the Oil & Gas Workers Association, Inc., from January 1, 2021, to the present.


ANSWER:

OGWA has one bank account.

OGWA owes Garrett Fulce approximately $6,000 for Public Relations services in 2023. He was supposed to get paid from the funds we were going to raise with our fundraiser in Dallas, but Lt. Col. Allen West pulled out of that fundraiser and cited via text message the first hit piece published by “Odessa Headlines” as his reason.

OGWA owes an unknown and ungodly amount of money to me, President Matt Coday, who funded this organization largely out of my pocket and borrowed money from many people to keep it going since its founding in 2015. OGWA owes Donnie Davis for money he paid to help us cover the event for Lt. Col. Allen West in 2021, many times he paid for hotel rooms, gas, and food to keep OGWA going on the road. OGWA owes Caitlyn Edge $5,800 for the website rebuild in 2021.


8. Describe in detail the circumstances surrounding your decision to remove the video OGWA posted on Facebook or about July 15, 2024, including any concerns you had about the accuracy of the statements made in the video.


ANSWER:

I have not found a video with that date, though that was two days after I was at President Trump’s first rally in Butler, Pennsylvania, and the video may have talked about how 2022 Railroad Commission candidate Tom Slocum identified Permian Basin businessman and big supporter of Texas Senator Kevin Sparks’s campaign Filly Lozoya as being part of the Mexican drug cartels and how I had witnessed political violence firsthand.


** At the request of Filly Lozoya's attorneys, we have temporarily removed the video in which reported Wallace Dunn witness Tom Slocum names Midland businessman Filly Lozoya as part of or connected to the drug cartels.. Filly Lozoya's attorneys say Tom Slocum's statments are "false and defamatory". Pending further legal action by Mr. Lozoya against Tom Slocum, we will wait before releasing more of Tom Slocum's statements about Mr. Lozoya in that video.

For example, we proudly educated many Oil & Gas Workers in the Permian Basin in 2022 about Beto O’Rourke’s “climate crisis” policies that would hurt our industry and jobs. We have some really great photos of Wallace Dunn and Casey Gray at the Beto O’Rourke rally that year.

I called Board Members individually, spoke with them about the decision, and asked which candidate they wanted to endorse.
